Minutes of February 15, 2017were approved.

Axler, 5 Tysbury Manor Road (18-50.3):   Kim and Dan Rogers attended a renovation plan review so that the Board could determine whether the proposed plan is within existing septic system capacity.  The Board noted that the renovation will not affect required septic capacity.

Rosen, 33 Wintergreen Way (18-25.2):  The Board reviewed an application for a 5-bedroom proposed dwelling.  The application replaces previous applications.  The Board noted that this application does not qualify as a revision, but as a new application.  The Board approved the application, and will hold the permit until the well completion report and additional fee of $25 is received.

Mermaid Food Truck   The Board entertained a request from Alan Healy and Aaron Zeender to renew the “yellow light permit”.  The Food Truck is currently stationed at the Mermaid Farm, where it is hooked up to an approved water source.   The truck operates with electric plug-in.  The hot water is from an on-demand propane-fueled source.  The Board renewed the yellow light permit and asked Marina Lent to forward last year’s agreed list of conditions for the operation of the Food Truck to Aaron Zeender.

Tobacco Regulation Update:  The Board discussed updating its regulation of tobacco and tobacco products, specifically, increasimg the legal age for the sale of tobacco from 18 to 21.  The Board noted that by far the preferable option would be for all Island towns to undertake this change simultaneously, but that this may not be possible, as West Tisbury has consistently indicated that the town is not interested in increasing the legal age for the sale of tobacco.  The Board suggested that it would be beneficial to hold an All-Island BOH hearing on this question, perhaps in early May.

Kauffman, 20 Chapaquoit Road (24-210, 211):   The Board reviewed a Field Inspection and Service Report for the FAST Wastewater Treatment System which was conducted on 12/2/2016.  The Board noted that the terms of FAST permit approval include the following conditions: if seasonal use, the FAST system will require twice-annual effluent monitoring tests: one in the second half of July and one in the second half of September.  If the dwellings are occupied more than 6 months of the year, a regular schedule of quarterly inspections of the micro-FAST will be required.  The inspection report did not include any effluent monitoring tests.  The Board asked Marina Lent to review the contract with Wastewater Treatment Services, Inc., and ensure that it reflects the requirements of the Board.

Eaton, 129 Old Farm Road (3-43) The Board had insufficient information to evaluate a septic plan revision prepared by Doug Dowling, and asked Marina Lent to contact Doug to schedule a review at a future meeting.

  • Reimburse Marina Lent water test freight $25
  • Reimburse Marina Lent for DSM-5  $129.65
  • Reimburse Marina Lent for SSA round-trip to MHOA Hyannis Mar 9, $ 63
