Findings and recommendations:  This is a preliminary exploration for this project.  There are no plans and the owners of record need to be clarified.  The proposed work is not only in an environmentally sensitive area but also in an extremely visually sensitive area of the roadside and coastal districts.  The applicant needs to clarify ownership.  The Site Review Committee recommends the owner meet with the Committee if and when appropriate to discuss the plan further.
